With over 30 years of dedicated service in the Substance Use Disorder (SUD) field, Christopher Lewis brings a rare combination of regulatory expertise, operational insight, and leadership excellence. His extensive career includes 14 years with the California Department of Alcohol and Drug Programs (ADP) and the Department of Health Care Services (DHCS), where he served as Chief of Licensing and Certification during his final four years of state service. In that role, Christopher played a pivotal part in developing the regulations, policies, and application processes that continue to define today’s standards for substance abuse treatment licensing and certification.
Throughout his tenure, he conducted more than 800 onsite visits, led Drug Medi-Cal targeted reviews, and authored key regulatory documents still used across the industry. Building on this foundation, Christopher founded SUD Compliance & Consulting, where he earned a reputation for providing unbiased, expert consulting in substance abuse licensing, certification, and Joint Commission accreditation. His firm’s work has contributed to over $30 million in judgments for plaintiffs affected by substandard care—underscoring his deep commitment to quality, accountability, and compliance.

Hai Nguyen grew up in San Diego, CA most of his life, where he received his Master’s degree in Marriage and Family Therapy along with dual programming on Chemical Dependancy. In addition, he recently received training with UCLA medical school on Tobacco Cessation Treatment. Hai graduated with his Bachelor’s of Arts in Psychology, and his MFT degree on December of 2010. From there, he shortly moved to L.A and joined the world of substance abuse treatment as a part time therapist. Within a few months, he was chosen to become the primary therapist at the facilty’s in-patient, which held 18 bed females and a separate 24 bed males. Within a couople of years, Hai became the Clinical Director for that same organization. Hai has made very special professional relationships with admirable entities such as the mainly used electronic medical record system’s (EMR) leaders, of whom he met right around the time KIPU (the EMR) was first established. Along with many others, such as the labs, other facilities, respectiful professionals from other facitlies as well. One of the first employees at KIPU once told Hai that he is not your average clinician. Hai has gone to trainings, seminars, and other events outside his 10-14 work hours daily without mention, request for compensation, or any of the sort. He mentioned that usually clinicians do not step over to the tech world and programming at the same time, so there is a special skillset there. In time, Hai began to excel not just as a therapist, but learning operations, State and Joint Commission (now also consults for ASAM 3.7 for CARF), HR, UR, and basically the full spectrum of each department within the field as a whole. After his first company, he then helped open another one from the bottom up, and then was promoted Chief Operating Officer which leads to his current status within the field. The metaphor people usually use is that Hai is a sioldier in the Army but able to build he own weapons/gear as well (clinician that knows the EMR). For over 10 years now, Hai has worked and lead the clinical team on each of the facilities he has worded, and therefore also their UR team as well. Denise began her career in 1996 in New York, establishing a strong foundation in medical billing, insurance reimbursement, and healthcare operations. After earning her Bachelor’s Degree in Healthcare Administration, she relocated to Florida in 2006, where she specialized in substance abuse and mental health treatment billing, supporting detox, residential, PHP, IOP, and outpatient providers.
Her expertise spans the full revenue cycle lifecycle, including new provider business development, credentialing, payer enrollment, billing, coding, collections, appeals, denial management, and compliance. Denise has held leadership roles as a Supervisor, Manager, and Director, frequently stepping in to restructure struggling billing departments, implement policies and procedures, and create efficient workflows that restore and sustain revenue.
What distinguishes Denise is her ability to combine hands-on operational expertise with strategic leadership.
